ICE and FBI Enforcement in Minnesota Draw Fire as Protests, Lawsuits and Investigations Unfold

Minneapolis finds itself at the center of a fierce national debate over federal law enforcement tactics following a series of high-profile raids, shootings, and confrontations that have left the community reeling.

Over the past several weeks, operations involving the U.S.

Immigration and Customs Enforcement (ICE), Federal Bureau of Investigation, and other federal personnel have sparked nationwide attention, local outrage, and multiple investigations into the use of force by federal agents.

The controversy intensified in early January when an ICE officer fatally sH๏τ a 37-year-old Minneapolis woman, identified by local media as Renee Nicole Good, in an enforcement operation.

Federal authorities claimed the agent fired in self-defense after the woman’s vehicle began moving toward officers; local officials and eyewitnesses offered conflicting descriptions of the encounter.

Within weeks of that incident, federal agents were again involved in ᴅᴇᴀᴅly force in the city.

Authorities stated Pretti resisted attempts to disarm him, but local law enforcement noted video evidence did not clearly show a weapon, fueling protests and demands for accountability.

These shootings occurred during “Operation Metro Surge,” a broad federal immigration enforcement campaign launched in December 2025 that brought hundreds of armed agents to Minneapolis.

The effort was intended to crack down on illegal immigration and related crime, but critics say the deployment lacked adequate oversight and triggered community backlash due to its scale and aggressive tactics.

The presence of paramilitary federal teams — including ICE and Customs and Border Protection tactical units — in residential neighborhoods drew sharp criticism from local leaders.

Many residents reported aggressive enforcement actions, including arrests near schools, the use of tear gas, and what some described as militarized conduct uncommon outside of war zones.

Amid the uncertainty, the FBI took control of the investigation into Good’s shooting, cutting off Minnesota’s Bureau of Criminal Apprehension (BCA) from key evidence and interviews.
